What began as a light-touch regulatory framework has evolved into one of the most comprehensive for controlling vaping products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For vapers, these changes can often feel hard to keep up with. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lets take a look at the main UK vaping regulation milestones of recent years. Explain what happened, why it matters and what we can expect next.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Is UK Vaping Regulation Changing?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UK Government continues to recognise vaping as one of the most effective alternatives to smoking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, officials were increasingly concerned of the growing popularity of vaping among young people. Particularly the rise of disposable vapes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, recent legislation aimed to meet two priorities:<\/p>\n\n\n\n<div class=\"wp-block-columns has-background is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\" style=\"background-color:#c1d3c4\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<ul class=\"wp-block-list\">\n<li>Supporting adult smokers who want to quit<\/li>\n\n\n\n<li>Reducing youth vaping and improve industry compliance<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Rather than issue a single piece, the Government has rolled out several connected measures over a number of years.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2023 &#8211; Consultation and the Smokefree Generation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In October 2023, the Government announced its &#8216;Stopping the Start&#8217; strategy. This laid out plans to create a smokefree generation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to phasing out tobacco sales for future generations, the consultation included proposals to tackle youth vaping via increased regulation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It sought views on:<\/p>\n\n\n\n<div class=\"wp-block-columns are-vertically-aligned-center has-background is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\" style=\"background-color:#c1d3c4\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<ul class=\"wp-block-list\">\n<li>Restricting disposable vapes<\/li>\n\n\n\n<li>Tougher underage sales enforcement<\/li>\n\n\n\n<li>Packaging and flavour restrictions<\/li>\n\n\n\n<li>Additional powers for Trading Standards<\/li>\n\n\n\n<li>Taxation through Vaping Products Duty<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">This started the biggest overhaul of UK vaping regulation since the Tobacco and Related Products Regulations (TRPR) came into force in 2016.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2024 &#8211; Consultation Becomes Government Policy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">During 2024, the Government formally consulted on the introduction of the Vaping Products Duty (VPD).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manufacturers, retailers, healthcare organisations and members of the public were invited to comment on proposals covering:<\/p>\n\n\n\n<div class=\"wp-block-columns has-background is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\" style=\"background-color:#c1d3c4\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<ul class=\"wp-block-list\">\n<li>Tax rates<\/li>\n\n\n\n<li>Product scope<\/li>\n\n\n\n<li>Duty collection<\/li>\n\n\n\n<li>Supply chain administration<\/li>\n\n\n\n<li>Compliance requirements<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Following this, HM Treasury confirmed the UK would introduce a single flat rate duty of \u00a32.20 per 10ml of vape liquid. This replaced an initial proposal for nicotine-based tax bands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another, wide-reaching regulation was also announced in early 2024: the Disposable Vapes Ban.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2025 &#8211; The Disposable Vape Ban<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The confirmation of the UK-wide ban on the sale and supply of single use disposable vapes was a significant development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ban, which took effect in June 2025, was made to address two concerns:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Youth Vaping<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Disposables had become the most commonly used product by under-18s experimenting with vaping.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government decided that removing single use devices from the market would reduce accessibility and discourage uptake among children.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Environmental Impact<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Millions of disposable vapes were being thrown away every week. This created sizeable environmental challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They contained lithium batteries and valuable raw materials that were difficult to recycle when discarded incorrectly. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By banning disposables yet continuing to allow reusable vapes, ministers hoped to address both environmental and public health concerns.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2026 &#8211; VPD Comes Into Force<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The next major UK vaping regulation hits on 1st October 2026. This is when the Vaping Products Duty (VPD) begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Affecting all e-liquids used in vape devices, including:<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center has-background is-layout-flow wp-block-column-is-layout-flow\" style=\"background-color:#c1d3c4;flex-basis:100%\">\n<ul class=\"wp-block-list\">\n<li>Nicotine salt e-liquids<\/li>\n\n\n\n<li>Freebase liquids<\/li>\n\n\n\n<li>Prefilled pods<\/li>\n\n\n\n<li>Shortfills<\/li>\n\n\n\n<li>Nicotine free vape liquid<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The duty is charged at <strong>\u00a32.20 per 10ml<\/strong> of vape liquid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means larger bottles like shortfill attract more duty than smaller ones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, tobacco duty also increases. This is an effort to maintain vaping as the more affordable alternative for smokers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For most vapers, October 2026 will be the point where vape prices begin reflecting the new tax.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2026 &#8211; Introduction Of Vaping Duty Stamps<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In tandem with VPD comes another important change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HMRC is introducing official Vaping Duty Stamps, which will appear on compliant e-liquids destined for the UK market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stamps are designed to:<\/p>\n\n\n\n<div class=\"wp-block-columns are-vertically-aligned-center is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center has-background is-layout-flow wp-block-column-is-layout-flow\" style=\"background-color:#c1d3c4;flex-basis:100%\">\n<ul class=\"wp-block-list\">\n<li>Show duty has been paid<\/li>\n\n\n\n<li>Improve traceability<\/li>\n\n\n\n<li>Help identify legal products<\/li>\n\n\n\n<li>Support Trading Standards and HMRC enforcement<\/li>\n\n\n\n<li>Reduce opportunities for illicit trading<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">You will start to see these stamps appear on liquids released after October 2026.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">April 2027 &#8211; Full Duty Stamp Implementation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While VPD starts in October 2026, the rollout will continue into 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From 1st April 2027, vape liquids for retail sale outside any duty suspension arrangements will be expected to carry an official duty stamp. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This marks the final stage of the implementation process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this point, duty-paid products should be the standard across the UK.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Could Happen After 2027?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Nothing concrete has been announced as of yet.
